The City of Hattiesburg, Mississippi anticipates receipt of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development in January 2020 or soon thereafter. These funds are estimated to total approximately $847,000. The funds will be used to meet the primary objectives of the Housing and Urban Development Act of 1974, as amended, by providing access to affordable, decent, safe and sanitary housing and a suitable living environment and expanding economic opportunities for persons, of low and moderate-income. 


A Public Hearing is scheduled for the purpose of receiving comments on the creation of the 2020 Action Plan. Public Comments on the topic will be taken between November 21, 2019 and December 23, 2019.


The City expects to receive a CDBG entitlement grant of approximately $562,000. The City proposes to budget these funds for the following activities: CDBG Administration ($112,400); Commercial Rehabilitation/Façade Improvement ($30,000); Microenterprise Assistance ($30,000); and Housing Programs ($389,600).


The City expects to receive a HOME entitlement grant of approximately $285,000.  The City proposes to budget these funds for the following activities: HOME Administration ($28,500); Community Housing Development Organization Set-aside ($42,750); Down Payment Assistance ($50,000); and Housing Rehabilitation ($163,750). 


The City will consider any comments or view of citizens, agencies or units of local government received in writing and orally at the Public Hearing scheduled for December 9, 2019. Written comments will additionally be accepted in the Community Development Division through December 23, 2019. A summary of any comments or reviews accepted will be attached to the final action plan.
